SUBJECT:
INSERVICE INSPECTION PLAN FOR SECOND TEN-YEAR INTERVAL AND RELIEF REQUESTS - TURKEY POINT PLANT UNITS 3 AND 4 10 CFR 50.55a(g) requires ASME Code Class 1, 2, and 3 components (including supports) of a boiling or pressurized water-cooled nuclear power facility to meet the requirements set forth in Section XI, Rules for Inservice Inspection of Nuclear Power Plant Components, of the ASME Boiler and Pressure Vessel Code.
Each facility is required to have an inspection program plan which is updated every ten years to meet the requirements of the latest approved edition and addenda of Section XI.
This program plan is submitted to the NRC for review of the licensee's compliance with the Regulation which entails verifying that the program plan is based on the correct Code edition and addenda, verifying that the correct systems, sampling plans, and nondestructive examination methods have been incorporated, and evaluating the efficacy of proposed alternative examinations and tests to be performed in lieu of the requirements.
By letters dated November 20, 1984 and February 4, 1985, you submitted to the NRC the Inservice Inspection (ISI) Plan and additional information for the second ten-year interval (February 22, 1984 to February 22, 1994 for, Unit 3 and April 15, 1984 to April 15, 1994 for Unit 4) for Turkey Point Nuclear Generating Station Units 3 and 4.
The plan was reviewed and evaluated with technical assistance from Science Applications International Corporation (SAIC) and documented in a Technical Evaluation Report (TER).
The Inservice Inspection Section of the Materials Engineering
- Branch, Division of Engineering, has reviewed your request for relief from those examination requirements determined to be impractical to perform at Turkey Point Units 3 and 4.
We have enclosed a Safety Evaluation (SE) based on your requests, supporting information and proposed alternative examinations or tests.
The TER (SAIC-84/1654) is enclosed as an attachment to our SE.
We have granted relief from the examination requirements which we have determined to be impractical to perform and, by granting relief, would not compromise the safety of the facility.
We have also denied re'lief in cases where the necessary findings could not be made.

W. Williams December ll, 1985 This relief is based upon our review of the information you submitted to support your determination that compliance with the ASME Code Inservice Inspection requirements would be impractical for your facility.
We have determined that the testing for which relief has been requested and approved is impractical and pursuant to 10 CFR Part 50.55a(g)(6)(i), that the granting of this relief is authorized by law and will not endanger life or property or the common defense and security and is otherwise in the public interest.
In making this determination, we have given due consideration to the burden that could result if these requirements were imposed on your facility.

The request for relief complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Coranission's rules and regulations.
The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I.
