This submittaIl superseded the February 9, 1982 sulmittal in its entirety.

The enclosed Safety Eva".uatior. (SE) concludes that the proposed changes are acceptable.

However, we are unable to determine if the Company Nuclear Review Board (CNRB) members meet the qualification requirements identified in our Safety Evaluation.

Me therefore require that the follokiqg statement be added to Section 6.5.2.2 of the proposed Technical Specifications:

"Members, including the Chairman and alternate members of the CNRB shall, as a minimum, have a bachelor's degreesin engineering or a related science or its equivalent and five years of profess ional level experience in the field of his/her specialtyoe He will finalize our review and issue a supplement to the SE upon resolufionrr of the above item.

This response is requested within 45rdyys from the date of this letter.

This letter affects fewer than ten respondents; therefore, OMB clearance is not required uhder P.L.96-511.

0 EVALUATION OF PROPOSED CHANGES TO TURKEY POINT TECHNICAL SPECIFICATIONS By letter to the NRC dated August 12, 1982, Florida Power and Light Company (FPL) has proposed changes to the Technical Specifications for Turkey Point Units 3 and 4 to reflect changes in its offsite management organization.

FPL states that this August 12, 1982, submittal supersedes a February 9,

1982, change request in its entirety.

Or anization and Title Chan es The licensee proposes to modify Figure 6. 2-1, "Offsite Organization for Facility Management and Technical Support" to show that a,'Nuclear Energy Departme'nt (NED) has been formed to manage the nuclear activities that were previously.managed by the Power Resources Department..

The new NED is headed by a Vice President who reports directly to the FPL Executive Vice President.

Reporting to the new Vice President-NED is a Manager-NED, a position that was previously titled Manager-Power Resouces-Nuclear and that previously reported to the Vice President-Power Resources.

The Site Manager and the Manager-Nuclear Engineering Services (title changed from Manager-Power Resources Nuclear Services) and a new position titled Assistant Manager NED report to the Manager-NED.

Proposed new Figure 6.2-1 and current Figure 6.2-1, respectively, are shown in Attachments 1

and 2.

The licensee also proposed to modify Figure 6.2-2 to reflect the title changes in the offsite organization.

It proposes to change the titles in the two boxes currently listed as Power Resources Staff to Nuclear Energy Services Staff.

We conclude that the organization structure changes as discussed above should not diminish FPL's ability to safely operate the Turkey Point Units 3 5 4 and the proposed modifications to Figures 6.2-1 and 6.2-2 to reflect these changes are acceptable.

Nuclear Review Board Membershi Chan es The licensee also proposes to modify the composition of the Company Nuclear Review Board (CNRB) as described in current Technical Specification Section

6. 5. 2.2.

The -licensee proposes to repl'ace the four member titles currently listed as:

Vice President-Power Resources; Manager of Power Resources-Nuclear; Power Plant Engineering Manager; and Power Plant Engineering Supervisor with five new.member titles:.

Vice President, Nuclear Energy; Manager,,

Nuclear energy;

Manager, Nuclear Fuel; Power Plant Engineering Principal Engineer; and Power Plant Engineering Senior Project Manager.

r We currently require that each member, including the chairman and alternate

members, of review groups that perform the independent review functions described in Section 4 of (NSI N18.7) s'tandard and in Section 6.5.2.1 of the Turkey Point Technical Specifications, as a minimum, have the following qualifications:

A bachelors degree in engineering or related science or its equivalent and five years of professional level experience in the field of his/her specialty.

We are unable, based on the information provided by the licensee, to determine if the CNRB members meet these qualifications requirements.

In oral discussions with the licensee concerning this problem, we suggested that the licensee pr ovide a written statement to the effect that all of the CNRB members meet the qualification requirements as discussed above.

We also suggested that if the licensee did not wish to make such a written statement, it could submit the individual qualifications for each CNRB member for our review, and we would determine if they meet these requirements.

The licensee informed us that it did not plan to submit this information in response to our oral request and suggested that we complete our evaluation of their proposed Technical Specification change on the basis of the infor-mationn it provided in its August 12, 1982 submittal.

We believe that, under the circumstances, as discussed above, that it is necessary to specifically state the qualifications requirements in the Technical Specifications.

We therefore require that the following state-ment be added to Section 6.5.2.2 of the -Technical Specifications:

Members, including the chairman and alternate members of the CNRB shall, as a minimum, have a bachelors degree in engineering or related science or its equivalent and five years of professional level experience in the field of his/her specialty.

With this addition, we conclude that the proposed changes to Section 6.5.2.2 are.acceptable.
