JHeltemes Your letter dated August 9, 1978, requested'hat two motor operated valves be included in the Technical Specifications, for your facility.
The purpose of this request is to provide the maximum flexibilityfor the surveillance and maintenance of valves which have the motive power source removed.
During telephone conf','ence calls on August 27 and September 2, 1982, you provided confirmatory information to our staff concerning this issue.
Me are finalizing our review and request written confirmation of the following items for Turkey Point Units 3 and 4:
1.
The relevant motor control centers (BEC) are two flights of stairs below the control room and inside the auxiliary buil,ding.
The breakers are in an accessible location.
2.
Transit from the control room to the motor control centers would require no more than two minutes.
The operators are, not likely to encounter any obstacles or any radiation environments.
3.
Communication with the control room is possible: through, regular
- phones, a paging system, hand held transmitters and a "PAX" phone system.
The noise level is not an impediment to communication.
4.
Battery powered emergency lighting is available in and on the way to the NCC's.
