raisal Florida Power and Light Company has reviewed the NRC report (50-250/81-24, 50-251/81-24) issued upon the Emergency Preparedness Appraisal conducted during the period of October 26, 1981 - November 6, 1981.

e In your letter dated February 1,

1982, you requested that we report the completion of those corrective actions related to your confi rmatory letter of November 13, 1981 (Appendix A) and the results of our,considerations for those items listed in Appendix 8 of your letter.

Corrective actions regarding the confi rmatory letter have been described under a separate letter (dated t1arch 3, 1982; serial L-82-79).

The results of the consideration given to each of the items in Appendix 8 are described below:

The development of approved, formal lesson plans for each lesson is currently being reviewed.

Since personnel with supervisory roles and emergency team leader assignments are experienced and qualified in thei r specific functional area, instructor standards will not be developed at this time.

Protective clothing is supplied in a locked cabinet located in the interim TSC.

Status boards are now provided in the interim TSC.

The FPL offsite monitoring program during emergencies has changed to ~

include use of single channel analyzers for field determination of radioiodine activity in the air.

The mobile van will no longe be used for this purpose and an implementing procedure for its operation is not necessary.

As noted in Item 20, above, a

pr ocedure for the Florida City Substation (assembly area) has been developed.

This procedure will be changed to include the coordination of all the various decontamination activities and will be completed by July 1, 1982.

The addition of expanded support facilities is the r esponsibility of the Recovery Manager.

Since the need for expanded facilities would not be immediate, more definitive plans to obtain additional resources will not be discussed in the Emergency'lan.

Space for the media at the near-site media center is adequate for its intended use.

A total of 30 telephone lines are available at the Homestead National Guard Armory.

As previously discussed, the mobile van will not be used for emergency offsite monitoring.

The equipment available in the emergency kits is presently being evaluated based upon experiences noted in the recent exercise.

All the kits will be stocked with new equipment and in most cases larger quantities of existing supplies.

This upgrading of emergency kits should be completed by July 1, 1982 with the exception of respiratory equipment, as noted in Item 33, below.

The SPING-4 is operational and,can provide the required backup sample point for the Unit 3 Spent Fuel Pit.

Additional equipment and supplies are available throughout the FPL system.
