~NO U t On hfarch 10, 1981 (L-81-111) you submitted an amendment request for the Turkey Point Plant Unit Nos.
3 and 4.
The proposed amendment would revise Technical Specifications related to 'the fire protection modifications described in our Safety
$0aluation dated March 21,. 1.979.
We have evaluated your proposed amendments and,find that some'equirements are missing.
On November 8, 1978 we issued Amendment Nos.
42 and 34 for the Turkey Point Plant Unit Nos. 3..and 4.
These amendments implemented Technical Specifications for operations and surveillance requirements for existing fire protection systems and administrative controls.
In addition. there were several items ph noted on which your staff had different positions, than the NRC staff.
These items were left open until such time as our review was completed at which time we were to notify you if we did not agree with your positions.
We have noh completed our detailed review of these items.
The result, using the number-ing" system of our November 8, 1978 t5tter, is as follows.

TS 6.2.2,f Minimum Fire Brigade Size - )ncorporated in the March 10, 1981 submittal - acceptable.
2.
TS 3.14.l.b Fire Watch patrol - acceptable as in. current Technical Specifications.
3.
TS 3.14.1.d Fire Watch Patrol - acceptable as in current Technical Specifications.
4.
TS 3.14.4.a Penetration Fire Barriers - incorporated in the hhrch 10, 1981 submit'tal as 3.14.5 - acceptable.
5.
TS 4.15.2.a.l Fire Protect(on Water System - acceptable on an interim basis as in the current Technical Specifications until water supply system modifications are completeo.
6.
TS 4.15.2.a.3 Valve Position Verification - acceptable as in the current Technical Specifications.

TS 4.15.2.a.7 System Flow Test - acceptable as in the current Technical Specifications.

TS 4.15.3.a.4 Hose Hydrostatic Test - the current Technical Specification do not meet the requirements of Appendix R III E nor does the Harch 10, 1981 submittal.

TS 6.8.1 Procedures - acceptable as in the current Technical Specifications.
Based on our review of the March 10, 1981 submittal and the November 8, 1978 open issues your Technical Specifications for fire protection equipment are not acceptable for the following reasons:
1.
The time to back up an inoperable hose station in an area in which the hose station is the primary means of fire suppression is too long (eight hours versus one hour).
See enclosed standard Technical Specification page for guidance.
2.
(TS Table 3.14-.2)
A Table of hose stations and deluge systems which protect safety related equipment should be included.
3.
(TS 4.15.3.a.4)
The hose hydraulic test does not meet the requirements of Appendix R Section III E (f.e.,
150 psi or 50 psi above system pressure whichever is greater).
The above items must be corrected in order to complete the Technical Specifications for fire protection for the existing equipment and the modifications performed to date.

< r4 rr FIRE HOSE STATIONS LIMITING'ONOITIONFOR OPERATION 3.7. 11.5 The fire'ose stations shown in Table 3.7-10 shall be OPERABLE.
APPLICABILITY:, Mhenever equipment in the areas protected by the fire hose stations is required to be OPERABLE.
ACTION:
~ r Mith one or more of the fire hose stations shown in Table-3.7-10 inoperable, route an additional equivalent capacity fire hose to the'nprotected area(s) from an OPERABLE hose station within 1
hour if the inoperable fire hose is the primary means of fire suppression; otherwise, route the additional hose within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />.
Restore the fire hose station to OPERABLE status within 14 days or, in lieu of any other report required by Specification 6.9. 1, prepare and submit a Special Report to the Commission pursuant to Specification 6.9.2 within the next 30 days outlining the action taken, the cause of the inoperability,, and plans and schedule for restoring the station to OPERABLE status.
b.
The provisions of Specifications 3.0.3 and 3.0.4 are not applicable.
t SURVEILLANCE RE UIREliENTS 4.:7.11.5 Each of the fire hose stations shown in Table 3 ~ 7-10 shall be demonstrated'PERABLE:
a.
At least once per 31 days by a visual inspection of the fire hose stations accessible during plant operations to assure, all required equipment is at the station.
b.
At least once per 18 months by:
l.
Visual inspection of the stations not accessible during plant operations to assure all required equipment is at the station, 2.
Removing the hose for =inspection and re-racking, and 3.
Inspecting all gaskets and replacing any degraded gaskets in'he couplings.
C.
At least once per 3 years by:
1.
Partially opening each hose station valve to verify valve OPERABILITY and no flow blockage.
2.
Conducting a hose hydrostatic test at a pressure at least 50'sig greater than the maximum pressure available at any hose station.
