As a result of the inspection conducted on March 17-20, 1980; and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7, 1980),.the following violations were identified.

A.

Technical Specifications 6.8. 1 and 6.8.3 require, in part, that written procedures shall be established implemented and maintained that meet or exceed the requirements and recommendations of Appendix "A" of USNRC Regulatory Guide 1.33, and that temporary changes to the procedures may be made provided that the change is documented, reviewed by the

PNSC, and approved by the Plant Superintendent-Nuclear within fourteen days of implementation.

0'ontrary to the above, on March 19, 1981 temporary changes to Procedure NC-52 (Waste Gas Decay Tank Sampling) had been in effect for greater than fourteen days without documentation, review by the

PNSC, and approval by the Plant Superintendent.

This is a Severity Level V Violation (Supplement I.E).

Technical Specification 6.8.1 requires that procedures be established, implemented, and maintained that meet or exceed-, requirements of USNRC Regulatory Guide 1..33.

guality Assurance Procedure gP 12.1 requires, in

part, that a

complete listing of Measuring and Test Equipment (MT&E) within the scope of the procedure be compiled, with the method and interval of calibration for each item, and that a documented system for assuring that MT&E and reference standards are calibration checked and, if required, maintained and calibrated at prescribed intervals shall be implemented.

I Contrary to the above, Procedure gP 12. 1 was not fully implemented in that:

1.

On March 19,

1981, the chemistry department did not have a current listing of MT&E with the methods and intervals of calibration.

2.

Calibrations or calibration checks for the flow meter associated with the waste gas decay tank sampling system had not been performed since installation which occurred at least two years prior to March 1981.

DPR-41 Pursuant to the provisions of 10 CFR 2.201, you are hereby required,to.'.pubmit to this office within twenty-five days of the date of this Notice, a writ>en state-ment or explanation in reply, including:

(1) admission or denial of the alleged violations; (2) the reasons for the violations if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved.

Under the authority of Section 182 of the Atomic Energy Act of

1954, as amended, this response shall be submitted under oath:or affirmation.
