This report was to be sumitted to the NRC on March 1,,

'e have been informed that the finalization of the report has been delayed, and that it is now scheduled for submittal sometime in March.
Based on our preliminary evaluation we endorse the report and consider it to be our response to NUREG 0737 items II..K.3.1 and'II.K.3.2.
This endorsement is subject to our final review.
