Dear Mr. Eisenhut:
In accordance with 10 CFR 50.48 (d), Florida Power and Light Company will require an extension in the schedule for completing the following fire protection modifications at Turkey Point Units 3 and 4.
As discussed below, the remaining few modifications are in various stages of completion,
- however, procurement delays have extended the schedules.

A revision to the original modification was proposed on October 20, 1980 (L-80-346) and accepted by the Staff on January 26, 1981.
The revised modi,fication consists of a labyrinth entrance to the 4160V switchgear rooms.
The interior of the 4160V switchgear room has an operational early warning detection system in the vicinity of the door, and HADs for the auxiliary transformer deluge system are in close proximity to the exterior of the door.
Thus detection of an off-normal condition, of the type for which the labyrinth-door modi'fication is provided,. would be annunciated in the Control Room.
Additionally, the Nuclear Turbine Operator inspects this area in the course of shift surveillances.

Two of the seventeen doors have been replaced with fire doors.
Nine fire doors have been hung and are in various stages of completion.
Due to procurement problems associated with the fire doors and accessory
- hardware, the total modifi'cation will not be completed until May 4, 1981.
Pending completion of this modification, adequate protection is considered:
to, be afforded.
Early warning fire detection with annunciation in the Control Room is provided on at least one side of each of the doors.
Additionally, frequent patrols by operations and guard force personnel would detect any off-normal condition of the type for which FPL is providing the modification.
Curbs.
SER Item 3.1.13)
This item is complete with the exception of the curbs beneath the fire doors on the lower level of the switchgear rooms and in the west wall of the south diesel generator room.
This involves a total of five curbs which cannot be completed until the fire door installation (SER Item 3.1.9 above) is complete.
These curbs are scheduled to be installed by April 8, 1981.
Adequate protection is provided as discussed above in SER Item 3.1.9.
Control of Combustibles SER Item 3.1.15)
All items have been completed, except for installation of the Emergency Diesel Generator tank isolation valves.
Two of the valves for this modification are non-standard and are scheduled for delivery on June 9, 1981.
Pending receipt, this item is scheduled to be completed by August 2, 1981.
Adequate protection is provided for the reasons discussed in Section 8.5.3.13 of the evaluation transmitted by our letter of February 25, 1977 (L-77-57).,
Additi'onally, frequent patrols by guard force and operations personnel would detect any off-normal condition of the type for which FPL is
,providing the modifications.
The fire protection modifications already complete provide reasonable assurance that public 'health and safety is properly protected.
The completion schedules discussed above are reasonable estimates of the time required to complete the remaining few modifications.
Adequate alternate protection is afforded pending completi'on of these i'tems.
We have: determined that this involves a Class III and Class I request.
Accordingly, a'heck, for four thousand, four hundred dollars
($4,400) is attached.
