Dear Mr. Schera:
Your letter of March 17, 1980 has been referred to me for reply. In your letter you asked several questions which I willanswer in order.
1.
What is the present status of the hearing?
The public hearing has been postponed indefinitely. Itwas postponed because certain procedural matters to be resolved before the hearing could take place were taking longer than estimated.
In the interim a decision to prepare an Environmental Impact Statement has been made and must be completed before any hearing could be reasonably conducted on the issues that willbe included in the statement.
The hearing, therefore, willnot likely be scheduled before the statement is completed and. that completion date could be as much as several months away.

Also, please put me on your mailing list to receive all technical literature and reports regarding the leaks which Florida Power h Light Company has filed with the NRC regarding the leaks in the past and up to the present status of the leaks today and information of how that company plans to repair the leaks and how much the cost willbe for the repairs.

Alltechnical literature on any matter involving the Turkey Point Plant Unit Nos. 3 and 4 is sent to the Public Document Room at the Environmental and Urban Affairs Library, Florida International University, Miami, Florida 33199.
In addition, Mr. Mark Oncavage, the sole intervenor in the Turkey Point steam generator repair proceeding, receives all materials regarding the steam generators.

- 3. After the repairs are done, willthis guarantee that tho corrosion problems in the heat-exchanger tubes willnot occur again?
According to our review (Safety Evaluation, p. 3-2) of the information we have at our disposal from all sources, we have concluded that the structural, mechanical, and materials aspects of the FPL proposed steam generator repair program are acceptable and there is reasonable assurance that the health and safety of the public willnot be endangered.
We further conclude: that the new steam generator design has incorporated features to eliminate the potential for various forms of tube degradation observed to date.
- 4. Exactly how much excess radiation leaked into the atmosphere from the primary fluid leaking into the secondary loop which also has leaked through to the cooling canals through corrosion in the condenser leaks?
The radioactive effluents from the Turkey Point Plant are regulated by the Technical Specifications which are a part of the license for the plant to operate, The actual radioactive releases are given for all effluents in the Environmental Impact Appraisal (Table 4.2, p. 4-6)
~ The portion of these effluents due to the steam generator leakage is not known but is estimated to be quite a small portion.
There have been relatively few instances of leaks during the past two years, none in Unit 4 and two in Unit 3. During this time there have been no abnormal OFFICE SURNAME DATE$.

increases in radioactive gaseous or liquid releases, and at no time have these effiuents exceeded the plant's technical specifications.
