You have requested our opinion on the propriety of the procedural cos- reduction program for intervenors being rstituted by tne Nuclear Regu atory Com-ission. Tnis program is'esigned to ease the econo"ic ourden on inta tenors in tne Commi ssion's adjudica"ory proceedings oy provid"'ng free copies- oi transcripts and by copying and serving without chz=ge certain oi the documents tne 'ntervenors need to participate in "he proceedings. Under the program the Commission has also reduced
, f"o 20 to 2 tne number .of copies of f lings required of all parties.
."or the reasons ind'cated below', ~e conclude -hzt, vith the
~a:ception of the reduction of requ" red copies, the Commission may not lz.=fully use its fiscal year 1981 appropriation to implement the cos" reduct'on program.
The Commission s adopt'on of the program vas announced in the

Second, Section 2.712 was amended by adding a provision thzt, except in antitrust proceedings, the Commission ~all copy znd serve, at no cost to the pzrty, the pa"ty s tes"imony, proposed ndings of fact and con-c" sions o 1"w, and responses to d'covery requests.'nis free copyng znd service is available= to all pa"ties to the proceeding except the appl'cant for the 'icense. n'rd, Section 2.750 ~vs z ended by adding.a provision ~lo-'~ng the presiding o=ficer at he proceeding to p ovide a ree transcript of tne proceeding to any party, other. than the zpplicznt, zt the same time that the Cozr~ssion-st-=f receives its copies.
B-200585 funds -for czrrying-out--the <omission's-functions for fiscal veer 1981, were appropriated by the =nergy -nd Vzter Development Appropriation Act, 1981, Pub. L. No.96-367, 94 Stat. 1331.
