OECEMBER 2

8 f979 Docket Nos. ~0-250 and 50-251 Dr. Robert E. Uhrig, Vice President Advanced Systems and Technology Florida Power and Light Company Post Office Box 529100 Hiami, Florida 33152

Dear Dr. Uhrig:

SUMECT:

INADVERTENT SAFETY INECTIOH DURING COOLDOMN, The Division of Operating Reactors has completed a generic bounding review on this subject and concludes that no further licensing action is necessary at this time since it is likely that a facility could withstand more than fifty inadvertent ECCS actuations.

He have concluded, however, that it would be prudent, should a facility experience more tt>an twenty-five such injections, for you to consider a plant specific analysis for that facility which would identify more precisely the additional number of actuations that can be safely accommodated at that facility.

A copy of our Safety Evaluation Report is enclosed.
