~OI eratirIq Licenses DPR-31 and DPR-41 In accordance with 10'CFR 50-30, Florida Power 8 Light Company submits herewith three (3) signed originals and forty (40) copies of a request to amend Appendix A of Facility Operating Licenses DPR-31 and DPR-43..

Our NSSS vendor (/lestinghouse) has coIIpleted a revised ECCS analysis for Turkey Point Units 3 and 4.

February, 1978 Appendix K evaluation models were used for the worst DECLG break (C>=0.4),

assuming a steam generator plugging level of 22K, a

3X reduction iI tfienIal design flow, and removal of a 65'F fuel temperature conservatism.

The limiting break was reanalyzed at an F

of 1.99 with a resulting peak clad temperature of 2160'F.

The results of th) analysis are presented in Attachment 1.

Justification of the 65'F fuel temperature modification was reviewed by the NRC technical staff and the revised procedure was found to be acceptable for use in Appendix K licensing calcula.ions.

The proposed amendment is described below and shown on the accompanying T chnical Specification pag s bearing the date of this letter in the lower right hand corner.

The normalized hot channel factor operating envelope for a steam generator tube plugging level of 22'. is revised to reflect the results of a recent ECCS analysis.

An ECCS analysis for 25% steam generator tube plugging is under review and will be submitted shortly.

Specification 3.2.6.a(l) and Figure 3.2-3b have been annotated to indicate that they will be revised based on the results of'he 25/ analysis.

The proposed amendment has been reviewed and approved by the Turkey Point Plant Nuclear Safety Committee and the Florida Power 5 Light Company Nuclear Review Board.
