Turkey Point Unit 4 Docket No. 50-251 On January 23, 1980 (L-80-32), Florida Power 8 Light Company submitted a
request and justification to operate Turkey Point for a total of ten effective operating months prior to the next steam generator inspection.
On February 1,
1980 (1-80-40), Florida Power 5 Light Company submitted additional technical justification for the proposed ten month operating period.
This letter provides additional information relative to the requested operating interval.
As indicated in our earlier submittals, Turkey Point Unit 4 was inspected and tubes plugged for ten effective months of operation during the last steam generator inspection.
With a ten month operating period, we would plan to shut down Turkey Point Unit 4 in late April, dur ing a period of relatively low projected peak electrical
- demand, to perform a steam generator inspection and a turbine rotor inspection.
An April outage allows us to get Turkey Point Unit 4 back on line prior to the projected high period of electrical demand during the summer months.
We would then plan,to')operate Unit '4, anti.l.,mid October, at which time the Unit would be shut down for refueling and a steam generator inspection.
As discussed with you and members of your staff, Turkey Point Unit 4 is currently required to shut down to perform a steam generator inspection by February 26, 1980.
February is a month of high projected peak demand and a shut down of Turkey Point Unit 4 in February would adversely impact our ability to provide reliable electrical service to our customers during periods of high peak demand.
Beginning in early March, peak electrical demand is expected to decrease until the middle of March.
Peak demand is expected then to remain constant until early May.
St. Lucie Unit 1 and several of our fossil, plants are scheduled to begin outages in mid March.
An allowed operating period until late April would allow us optimal flexibilityin scheduling the Unit 4 outage while ensuring reliable service to our customers.

Office of Nuclear Reactor Regulation Page Two -- February 14, 1980 we believe that Turkey Point Unit 4 can be taken off-line for a steam generator and turbine rotor inspection about March 26, 1980 without significantly affecting our ability to provide reliable service to our customers.
We believe that taking Turkey Point Unit 4 off-line much earlier than March 26 would not be advisable considering the projected peak electrical demand and the other units such as St. Lucie Unit 1 which must be shut down by March 15,
- 1980, and could adversely affect our ability to provide reliable electric service.
If Unit 4 were required to shut down to repair a steam generator tube leak during the period beyond the currently authorized eight effective months operation, we would perform the steam generator tube inspection at that time instead of plugging the tube and returning to power.
This provides additional assurance over that which we have provided earlier that the Turkey Point Unit 4 steam generators can be safely operated for a total>of ten effective months of operation.
Based on the foregoing, Florida Power 8 Light Company requests that Turkey Point Unit 4 be allowed to operate for a minimum of four effective weeks, which is expected to end on approximately March 26,
- 1980, and preferably for an additional two effective months (i.e., until approximately April 26, 1980) prior to performing the next steam generator inspection.
