Dear Dr. Uhrig:
In a document fi.led in the Turkey Point Steam Generator repair proceedings, entitled "Licensee's Stat'ement Concerning Intervenor's, August 30, 1979 Contentions," you disclosed plans to upgrade the feedwater and condensate system on all of the Florida Power and Light Company Units, including the Turkey Point Plant, Unit Nos.
3 and 4.
This upgrading includes'condensate polishing demineralizers" (demineralizers).
Your position is that "the demineralizers and related improvements are independent of and in addition to the repair program here involved and. do not involve a change in Technical Specifications or the need for a license amendment."
We included a statement regarding "condensate polishers" (demineralizers)'n page 3-1 of our Safety Evaluation Report (SER), dated Hay 14, 1979.
That SER was issued in connection with our review of your proposed steam generator repair program.
Since it appears that the purpose and effect of the demineralizers will be to improve the quality of the water that passes through the steam generators and since it appears that the vtorst malfunctioning of the demineralizers would only result in a transient which has already been
- analyzed, (the loss of main: fee4vater transient) it would be reasonable to assume that you have properly nade a determination, as allowed by 10 CFR 50.59(a)(2) of'ur regulations that this modification does not con-stitute an unreviewed safety question.
Please confirm that uch a deter-mination has been made, is fully documented, and-provide the documentation.

We, therefore, ask that you provide information on this subject as requested in the enclosure to this letter.
The enclosure also requests information relative to another issue in the steam generator repair proceeding.
A copy of this letter alas telecopied to you on November 19, 1979. Please provide the requested information by Noverber 30, 1979.

Describe the composition of the demineralizer waste discharge and its concentration at point of release.
Include regenerant ionic species as well as contaminants removed from the deminer-alizers.

Describe the ambient concentration of ionic species present in the waste.
3.
Estimate the volume of waste discharged per regeneration.
4.
Estimate the frequency and duration of each regeneration discharge.
5.
Describe the dil,ution that will take place prior to release of the demineralizer waste.
6.
Provide a description of the location o, the der.ineralizer waste discharge.
7.
Describe the dilution.that will take place due o mixing in the immediate area of the discharge.
8.
Describe treatment of the waste stream which will be performed prior to release.

List the effluent parameters which will be monitored.

Provide a list of organisms likely to be present in the receiving waters near the point of discharge.

Evaluate the impact of discharge concentra.ions of contaminants present in the waste stream on the aquatic organisms found near the plant.

Describe the biological monitoring programs tha will be conducted to assess the environmental impacts associated with operation of the demineralizer system.
