RESPONSE

INSPECTION REPORT 79-4 FINDING:

A.

As required by Criterion V of Appendix B to 10 CFR 50, activities affecting quality shall be accomplished in accordance with instructions, procedures, or drawings.

FPL Administrative Procedure 0190.63, Welding Filler Metal Control Procedure, requires in part that a log shall be kept which states at least the following:

rod warmer number, date, welders badge number, to whom issued, and contents when issued.

In

addition, the procedure requires that unused electrodes shall be returned to the controlled rod storage ovens.

Contrary to the above, on February 9, 1979, Rod Warmer No. 12, partially filled with electrode was found outside the maintenance shop with no record of electrode being issued on that date in that rod warmer.

RESPONSE

The corrective action taken was to move the rod warmer back into the tool room and to discard the rod that had been in the warmer.

In order to prevent recurrence a

memo has been written to appropriate personnel instructing them concerning the proper procedure for signing out rod warmers and rei terating the necessity that they do so.

Full compliance was achieved as of April 9, 1979.
