.O. BOX 529100, MIAMI,FL 33152 FLORIDA POWER & LIGHTCOMPANY February 1, 1979 t 31 Office of Nuclear Reactor Regulation Attention:

Mr. A. Schwencer, Chief Operating Reactors Branch gl Division of Operating Reactors U. S. Nuclear Regulatory Commission Washington, D.C.

Dear Mr. Schwencer:

Re:

Turkey Point Units 3 and 4

Docket Nos.

50-250 and 50-251 Containment Pur in This letter is submitted in response to your letter of November 28,

1978, and is a follow-up to Florida Power s

Light Company letter L-79-4 of January 5,

1979.

We plan to pursue Option (3) of your November 28 letter, namely to justify unlimited purging of containment during operation.

Under the present

schedule, we will complete our evaluation by August 1, 1979.

Our review to date indicates that the evaluation will justify unlimited purging, without requiring any facility modifications.

Although we plan to justify unlimited purging of contain-ment during operation, we intend to continue our current practice of minimizing the number and duration of purges.

As a result of this practice, the majority of containment purging is performed when the plant is at or below the hot standby condition.

Based on the foregoing information, and on the fact, that an unwarranted restriction on containment purging would have a

negative effect on the working environment in containment, we have not established an interim limit on purging.

We will review our containment purging practices again when we have completed our evaluation.

Very truly yours, O'II,~
