unresolved

items.

report.

Two new unresolved

items resulted

from this inspection

and are discussed

in

the enclosed

report.

These

items will be examined during subsequent

inspec-

tions,

and J.

Hays

on November 3,

1978,

we understand

that Florida Power and Light is committed to conduct an additional

fire drill and

an additional on-site

emergency

exercise

on or before March 1,

1979, to test the effectiveness

of the measures

taken to correct the unresolved

items identified.

In accordance

with Section 2.790 of the

NRC's

"Rules of Practice",

Part 2,

Code of Federal Regulations,

a copy of this letter and the enclosed

inspe i

report will be placed in the NRC's Public Document

Room. If this

report contains

any information that

you (or your contractor) believe to be

necessary
