Nov 03 578 APPENDIX A NOTICE OF VIOLATION Florida Power and Light License Nos.:
DPR-31 DPR-41 Based on the results of the NRC inspection conducted on September 12-15, 1978, it appears that certain of your activities were not conducted in full compliance with NRC requirements as indicated below.
These items have been categorized as described in our correspondence to you dated December 31, 1974.
Appendix B Technical Specification 4.A.2.a. requires, that in part, the groundwater monitoring schedule is reviewed on a quarterly basis by FPL with the Central and Southern Florida Flood Control District in consultation with USGS.
Contrary to the above, the licensee discontinued review of the groundwater monitoring schedule on the assigned quarterly basis and initiated semi-annual reviews without benefit of required amendment to Appendix B of Facility Licenses DPR-31 and DPR-41.
This is a deficiency.
A change to this Technical Specification was requested by a Florida Power and Light Company letter dated February 28, 1978, to the NRC Office of Nuclear Reactor Regulation (NRR).
This office has been informed that the NRR response to the request for a change appears to be favorable; therefore; a response to this item is not requested.
