DONALDC. COOK NUCLEAR PLANT, UNIT2 - SECOND 10-YEAR INSERVICE INSPECTION PROGRAM PLAN PROPOSED ALTERNATIVEFOR NOZZLE-TO-REACTOR PRESSURE VESSEL WELD EXAMINATIONS (TAC NO. M96357 )

Dear Mr. Powers:

By letter dated June 28, 1996, Indiana Michigan Power Company (IMPC) (the licensee) requested the NRC to review and approve reactor pressure vessel (RPV) nozzle-to-shell weld examination alternatives for the second 10-year interval inservice inspection program plan at D.C. Cook Unit 2. The alternative weld examinations are in lieu of examinations required to be performed on the welds in accordance with Section XI of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code as required by 10 CFR 50.55a(g).

By letters dated September 10, 1996, July 8, 1997, and November 21, 1997, the licensee provided additional information concerning the alternative weld examinations.

The staff, with technical assistance from its contractor, the Idaho National Engineering and Environmental Laboratory (INEEL), has reviewed and evaluated the information provided by the licensee in support of the alternative weld examinations for D. C. Cook Unit 2. The staff adopts the evaluation and conclusions presented in the Technical Letter Report (TLR) prepared by

.INEEL. The enclosed safety evaluation incorporates the TLR and its findings.

The staff concludes based on its review, that the licensee's proposed alternative examinations provide reasonable assurance of the structural integrity of the subject welds.

In addition, the staff concluded that imposition of the Code requirements on the licensee would result in a burden or unusual difficultywithout a compensating increase in the level of quality and safety.

Therefore, the staff concluded that the licensee's proposed alternative is authorized pursuant to 10 CFR 50.55a(a)(3)(ii).
