This inspection

focused

on Unit 2 main steam

stop valve stroke timing failures, including cause

assessment

and corrective

actions,

and on Unit 1 main steam stop valve assessments.

The enclosed

copy of our inspection report details

areas

examined during the

inspection.

Mithin these

areas,

the inspection consisted of a selective

examination of procedures

and representative

records,

observations,

and

interviews with personnel.

During this inspection, potentially significant issues

were identified

involving historic testing

and maintenance

practices relating to the main

steam

stop valves

and their auxiliaries in both units.

Associated potential

violations are described

in Paragraph

6 of the attached

report.

These

items

are being reviewed for enforcement action.

You will be notified by separate

correspondence

of our decision regarding

any such action.

No written response

is required until you are notified of any proposed

enforcement action.

In accordance

with 10 CFR 2.790 of the Commission's

regulations,

a copy of

this letter,

and the enclosed
