Thank you for your letter received September 11, 1989, in response to our August 9, 1989, letter concerning allegations pertaining to alleged drug use by an employee and exclusion of supervisory personnel from the fitness for duty testing program at the D.

C.

Cook Nuclear Plant (Allegation RIII-89-A-0093).

In our letter, we requested that you review the allegations, initiate an appropriate investigation, take any actions you deem necessary, and submit the results of your investigation to the NRC.

Your response indicated that a thorough investigation of the allegation of employee drug use, which consisted of interviews with supervisory personnel, review of three drug screenings between May 19, 1988, to present, and physicaI search of the individual's automobile, revealed no reason to question the employee's fitness for duty.

Additionally, the fitness for duty testing program includes all personnel with unescorted access to the plant's protected

area, including company and contractor supervisors.

We found your investigation to be sufficient to support your conclusions and have no additional questions regarding this matter.

We request that you retain the supporting documentation for your investigation of this allegation for a minimum of one year from the date of this letter.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter will be placed in the NRC Public Document Room.
