ANALYSIS OF D.C.
COOK UNIT 2, CYCLE 8 RELOAD On June 12, 1989, the staff met with AEP and Westinghouse to discuss proposed Technical Specification (TS) changes related to D.C. Cook Unit 2 reload analysis for cycle 8.
A meeting summary is attached.
For cycle 8, AEP proposed to analyze only those events in the Original Final Safety Analysis Report (OFSAR).
The cycle 6 analysis, performed after AEP switched fuel vendors from Westinghouse to ANF, included four additional events not analyzed in the OFSAR and considered three other events that were bounded by OFSAR analyses.
At the conclusion of the meeting, the staff indicated that AEP would be informed of the acceptability of excluding these additional seven events from the cycle 8 reload analysis.
The staff has determined that the seven additional events analyzed for cycle 6
and currently discussed in Section 14 of the Updated Final Safety Analysis Report (UFSAR) are not part of the licensing basis and, therefore, are not required to be analyzed for cycle 8.
However, the staff expects that the license amendment application provided by AEP in support of 'the cycle 8 reload will sufficiently address why exclusion of these seven events does not involve a significant hazards consideration, by applying the standards in 10CFR 50.92.
