This letter refers to a telephone conversation between Mr. W.
G. Smith, Jr.,
of your staff and Mr. C.
W. Hehl of my staff on September 4,
1987, concerning the performance of the D.
C.
Cook Station Licensed Operators on the Requalifica-tion Examinations administered during the week of August 3, 1987.
NRC evaluation of these examinations indicate that 10 of the 12 (83$ ) Senior Reactor Operators examined failed.
Facility grading of these examinations indicate that 6 of the 12 (50%) Senior Reactor Operators examined failed. All Reactor Operators who were administered these examinations passed.
These examinations which were administered with NRC participation to a second 20'4 representative
- sample, were conducted to affirm the results of the June 22,
- 1987, NRC Requalification Examinations.
The results of those examinations indicated that 9 of 17 (53K) of the operators examined failed.
Based on this conversation, it is our understanding that American Electric Power Company wi 11:
1.
In accordance with your Requalification Program requirements, remove from licensed duties those individuals who failed these examinations, and 2.
Meet with the NRC at the Region III office to discuss the results of these examinations prior to criticality of either unit.
If your understanding of our discussion is different from that stated
