Dear Hr. Fitzpatrick:
By letters dated October 25,
- 1996, and November 27,
Cook Nuclear Plant Units 1
and 2, requested relief for class 1,
2 and 3 systems from the requirements of the 1989 Edition 'of the ASME Boiler and Pressure Vessel
- Code,Section XI, in regard to VT-2 visual examination of insulated components stated in paragraph IWA-5242(a).
By letter dated January 16, 1997, the staff authorized you to use Code Case N-533 in lieu of the requirements of Subsection IWA-5242(a) of the 1989 Edition of the ASME Code,Section XI until such time as the code case is included in a future revision of Regulatory Guide
- 1. 147.
Subsequently, y'our staff questioned the applicability of Code Case N-533, which is specifically written for class 1 systems, to class 2 and 3 systems.
It is the staff's position that the relief we granted you to use Code Case N-533 also applies to the less safety significant class 2 and 3 systems.
Therefore, the alternative requirements of Code Case N-533 may also be applied to the examinations performed on class 2 and 3 systems.
