Dear Hr. Fitzpatrick:
We are reviewing your July ll, 1996, submittal regarding power uprate and related changes for D.C. Cook, Units 1 and 2.
In order to continue our review we need for you to address an issue associated with reactor coolant pump loop-seal clearing and break orientation, and compliance with the requirements of 10 CFR 50.46 (b), including concerns regarding metal/water reaction, and long term cooling.
The enclosed non-proprietary submittal by Framatome Technologies Incorporated (FTI) provides additional information to describe the issue and associated phenomena.
We anticipate that the resolution of this issue will require discussions between you, Westinghouse and the staff.
