PROPOSED AMENDMENT TO TECHNICAL SPECIFICATIONS SECTION 6 ADMINISTRATIVECONTROLS This letter is a
follow-up to a
previous submittal (AEP:NRC:0659AA).
In that submittal, a request was made to change the t:echnical specifications (T/S) for the Donald C.
Cook Nuclear Plant.
The request was to change the qualification requirements for the operations superintendent, such that the operations superintendent need not hold or have held a senior operators
- license, provided other criteria are met.
Subsequent to that submittal, the NRC staff requested changes that are incorporated in this submittal.
This revised submittal is more restrictive than the original.
The operations superintendent will have to hold a
senior reactor operator
- license, have held a senior operator
- license, or been certified to have senior operator knowledge.
In addition, if the operations superintendent does not hold a license, an operations middle manager shall.
The changes are shown in attachment 1, which contains the existing T/S pages marked to reflect the proposed changes.

2 contains the proposed T/S pages.
In attachments 1
and 2,
the marked and changed pages from this submittal and the original submittal (AEP:NRC:0659AA) are included for completeness.
The 10CFR50.92 analysis provided in the original submittal still applies.
The changes proposed in this revised submittal are made with the same intent as were the originally proposed
- changes, and the proposed changes as revised are more restrictive.

AEP:NRC:0659AB We believe the proposed changes will not result in (1) a significant change in the types of any effluent that may be released offsite, or (2) a significant increase in individual or cumulative occupational radiation exposure.
In compliance wit':h the requirements of 10CFR50.91 (b) (1), copies of this letter and its attachments have been transmitted to the Michigan Public Service Commission and to the Michigan Department of Public Health.
These proposed changes has been reviewed by the Plant Nuclear Safety Review Committee and the Nuclear Safety and Design Review Committee.
