By letter dated June 18,

1996, we were requested to provide a

statement that the Thermo-Lag materials used at our site to meet NRC requirements or licensing commitments are representative of the population of samples that were tested by the Nuclear Energy Institute (NEI).

RESPONSE

AEP participated in the NEI-sponsored industry effort to evaluate chemical composition of Thermo-Lag samples as a

means of addressing product consistency and thereby meeting the intent of the RAI.

Specifically, AEP submitted five samples to NUCON International for pyrolysis gas chromatography testing.

The NUCON test report, received in June 1995, indicates that the five samples are consistent in terms of chemical composition with other Thermo-Lag samples tested as part of the NEI generic testing program.

A description of the samples is provided below.

Through revalidation of our Appendix R safe shutdown analysis and use of alternate materials, we have significantly reduced our reliance on 10 CFR 50 Appendix R Thermo-Lag fire barriers.

As a result, only a few Thermo-Lag fire barriers remain in-service.

We are confident that the above listed samples are chemically representative of the in-service Thermo-Lag materials used at Cook Nuclear Plant to meet NRC requirements or licensing commitments.

We willsubmit a final report on December 30,

1996, as previously committed in AEP:NRC:0692DA.
