Concern 3 from the Reference B letter stated that Preventative Maintenance will be scheduled upon completion of a design change to install a pressure indicator on the service breathing air compressor JIANPI-214. Design changes are scheduled for implementation by the completion of the fourth operating cycle for each unit.

This open item is not associated with Generic Letter 88-14. The scope of Generic Letter 88-14 is instrument air and not service breathing air. The statement resulted from an NRC request for additional information on the compressed gas report and Generic Letter 88-14 as documented in Reference B. A Preventative Maintenance task has been written for the three units.

Action 2 from the Reference D letter stated that instrument air malfunction scenarios for initial licensed operator and licensed operator requalification simulator training have been developed in conjunction with the simulator certification under 10 CFR 55. The Simulator certification was completed on March 26, 1991, which allowed for further upgrade of the Instrument Air scenarios for the licensed operators.

APS response to NRC Question 1 from the Reference A letter also identified an additional action. The Plant Modification Committee has authorized a preliminary engineering effort to be performed on a plant change package that is intended to replace or improve the existing air dryers and filters. A final action plan will be developed based on the results of the preliminary engineering effort. A final action plan has been developed and a design modification will be performed on the three units to improve the existing air dryers and filters. Unit 1 will be the last unit to implement the design change which is scheduled for September, 1993.

Therefore, Generic Letter 88-14 can not be closed out until the design modification for the air dryers and filters is implemented in the three units, which is scheduled for September, 1993.
