Dear Mr. Allen:

On a recent visit to Diablo Canyon, I became aware of certain innovative initiatives taken by PG&E in the area of System Engineering and Design Engineering interface.

Attachment 1 is a sugary of these initiatives.

One particularly useful initiative is the quarterly system walkdown performed by the Design System Engineer and the Site System Engineer.

,With the permission of PG&E, I have taken the liberty of providing you with an example of a report of one quarterly system walkdown.

As you can see, this report substantially demonstrates the depth, scope and usefulness of the walkdown as a tool for assessing system status, problems and'rends.

Such a report is provided for your examination as an example of what innovation can accomplish.

I look forward to discussing similar innovations t'hat you may be taking and your views of these techniques to improve engineering knowledge and involvement in plant activities and status.

ATTACHMENT 1 DIABLO CANYON SYSTEM ENGINEERING/DESIGN ENGINEERING INITIATIVES Monthly walkdown of system of responsibility, using, checklist, by system engineer.

quarterly walkdown of system by team consisting of Site System Engineer; and Design System Engineer.

Reports receive wide management distribution and review.

Each system engineer developed a checklist of attributes to be examined, during monthly and'uarterly. walkdowns.

Walkdown checklists reviewed and commented on by Design System Engineer; Each system engineer developed a program to trend important parameters of his system to identify potential problems before they are manifest as a larger problem.

Trending program reviewed and commented or by Design System Engineer to achieve consensus on-the attributes important to be trended.

Alert and action levels in trended information are being established.

Four to six week rotation program between the Site System Engineer and the Design System Engineer.

Improved involvement of design engineering in monitoring plant activities and improved communication/relationship with plant system engineers by:

quarterly walkdowns Review and consensus on walkdown checklists and trending program Engineer rotation, program Frequent senior management walkdowns of plant areas are conducted in the company of system engineers with responsibilities in those areas.

System Engineer Training Program includes:

Root cause training Design basis training-Five month classroom technical staff training program
