During the site audit for the D.

C.

Cook IPEEE, the NRC reviewers briefly mentioned a concern regarding five propagation.

Subsequently, members of your staff requested further details on the aspects of five propagation that weve of concern.

The staff concerns relate to the conclusion in the IPEEE submitted for DE C.

Cook which stated that five propagation was not feasible beyond the Appendix R zone divisions.

Several of the zones (e.g., turbine building and auxiliary building) are separated by fiv'e doors or fire dampers that are normally open.

These devices are susceptible to failure to close during a five incident.

There is also a time delay associated with the closure of active components in a fire barrier, during which damage to cables and components could occur.

Also, some of the "zones" are not separated by fire barriers.

Although this configuration is allowed by Appendix R,

propagation is still considered a possibility.

The penetration seals that are installed in the five barriers can also be degraded.
