. SYSTEM OPERATIONAL PERFORMANCE INSPECTION I would like to inform you that the NRC will perform a service water system operational performance inspection (SWSOPI) at the D,

C.

Cook Nuclear Power Plant.

The inspection's onsite activities are scheduled for the weeks of Jaunary 23 and February 6,

1995.

The inspection will assess des>gn, operation, maintenance, surveillance, and quality assurance and corrective-actions associated with the service water system (SWS).

The team will also assess your actions in response to Generic Letter (GL) 89-13, "Service Water System Problems Affective Safety-Related Equipment."

To accomplish its objectives, the SWSOPI team will review a broad range of information and activities for the SWS.

The enclosure lists items which the team expects to review.

The list is being provided to allow you to anticipate the team's informational needs.

I request your assistance, in making this information available for review during the January 9,

1995 pre-inspection site visit.

Region III has found system overview presentations an effective way for the NRC and the licensee to exch'ange relevant inspection information.

To this

end, I request your assistance in providing an informal presentation during the pre-inspection visit describing the service water system's design and operation, significant system modifications, GL 89-13 actions, and a system problem history.

In addition to the presentation,'he team would like a general -plant and SWS specific tour during the trip.

I would like to point out that NRC Inspection Procedure

40501, "Licensee Self-Assessments Related to Area-of-Emphasis Inspections," outlines the process for monitoring a licensee's self-assessment effort and for conducting a limited-
scope, indepth inspection as an alternative to a full scope NRC inspection.

Due to the difficulties in changing team inspections,'we request that you notify this office by October 7, 1994, if you desire to implement this procedure.

A copy of this procedure is available for review in the NRC resident inspector's office.
