The

inspection

focused

on the level perturbations

during the draining of the

Unit

1 reactor coolant

system

(RCS)

on February

16 through

18,

1994.

At the

conclusion of the inspection,

the findings were discussed

with those

members

of your staff identified in the enclosed report.

The enclosed

copy of our inspection report identifies areas

examined during

the inspection.

Within these

areas,

the inspection consisted

of selective

examinations of procedures

and representative

records,

and interviews with

personnel.

The purpose of the inspection

was to determine

whether activities

authorized

by the licensee

were conducted

safely

and in accordance

with NRC

requirements.

Based

on the results of this inspection,

certain of your activities appeared

to be in violation of NRC requirements,

as specified in the enclosed

Notice of

Violation (Notice).

The violations were in the areas

of procedures,

corrective actions to

a previous event,

equipment status,

and work scheduling

and planning.

We are concerned

with the control

room operators'nadequate

control of the

draining of the

RCS

on February

16 through

18,

1994,

when

RCS level

was off-

scale for five hours.

The perceived

schedule

pressure

applied to the

operators,

along with an inadequate. procedure,

contributed to this event.

This report also identifies

an Unresolved

Item that pertained to the training

of operators for infrequently performed plant evolutions.

As agreed

upon with

your staff,

a written response

to this Unresolved

Item will be provided

by

August

1,

1994.

A written response

is required

and you should follow the instruction specified

in the enclosed

Notice.

In your response,

you should document the specific

actions

taken

and

any additional

actions

you plan to prevent recurrence.

After reviewing your response

to this Notice, including your proposed

corrective actions

and the results of future inspections,

the

NRC will

determine

whether further

NRC enforcement

action is necessary

to ensure

compliance with NRC regulatory requirements.
