We discussed

our inspection findings with Mr. K.

Baker

and

members of your staff at the exit interview on January

28,

1994.

The purpose of the inspection

was to assess

the licensed

operator

requalification program.

The inspectors

reviewed training administrative

procedures,

representative

records,

r equalification training materials,

and

observed

licensed

operators during'equalification

examination administration.

Additionally, the inspectors

interviewed

members of the operations

and

training staffs.

The operating portion of requalification examination administration

on the

facility's control

room simulator

was not observed

in this inspection.

The

simulator portions of the operating test

(scenarios

and job performance

measures)

are being deferred until additional training

on control

room

upgrades

is complete.

Weaknesses

in your program administrative guidelines notwithstanding,

the.

inspectors

concluded that the licensed operator requalification training

program

was being

implemented

in accordance

with 10 CFR Part 55 requirements.

Re-take

dynamic simulator operating

examinations

were administered

to two

initial operator licensing candidates,

one senior reactor operator instant

and

one senior reactor operator

upgrade.

Both candidates

passed

the examinations.

with 10 CFR 2.790 of the Commission's

regulations,

a copy of

this letter

and the enclosed

inspection report will be placed in the

NRC
