Enclosed for your review, prior to our scheduled
meeting of July 20,
1993, is
the Initial SALP
11 Report for the Donald
C.
Cook Plant,
covering the period
January
1,
1992,
through April 30,
1993.
In accordance
with NRC policy, I have reviewed the
SALP Board Assessment
and
concur with their ratings.
It is
my view that your conduct of nuclear
activities in connection with the Donald
C.
Cook facility was
good overall
and
continues
to improve across
a broad spectrum of areas.
You consistently
demonstrated
a safe
and conservative
operating
philosophy.
Your efforts to
continue improving material condition of the plant, your low threshold for
identifying issues,
the experienced staff, strong self-assessment
activities,
diligence in root cause
analyses,
and generally
prompt corrective actions
were
positive.
The breadth of improvements
made at the plant reflects positively
on management
and staff at both the plant
and corporate offices.
A superior level of performance;e
(Category I) was sustained
in the areas of
Security
and
Emergency
Preparedness.
With regard to emergency
preparedness,
the Board noted that your 1992 exercise identified several
weaknesses.
~ However,
based
on your prompt
and extensive corrective actions for these
weaknesses,
your generally strong program,
and your timely classification of
four actual
events,
this area
remained
a Category
1.
A Category
1 rating was
also achieved for the first time in the area of Maintenance/Surveillance.
Your self assessments
in the maintenance
area
have provided valuable
feedback
to management.
For example,
several
audits over the past year
have identified
a number of deficiencies
in the preventive maintenance
program.
Recent
NRC
inspections
confirmed your findings
and raised questions
about the pace of
corrective actions
on
some of the deficiencies.
Dealing with these. issues
and
maintaining overall
program effectiveness
are challenges
you face during the
current
assessment
period.
The remaining functional
areas
were all assessed
as areas of good performance
and each
area
was assigned
a Category
2 rating.
Each area
was also determined to exhibit an improving performance
trend which,
if continued,
could result in an improved rating in the next
SALP assessment
period.

The meeting is intended to be
a candid dialogue wherein
any
comments
you may have regarding
our report are discussed.

2.790 of the NRC's "Rules of Practice,"
Part 2,
Title 10,
Code of Federal
Regulations,
a copy of this letter and the Initial
SALP Report will be placed, in the NRC's Public Document
