Dear Mr. Denton:
This letter responds to Mr. Darrell G. Eisenhut's letter of February 18, 1981 which we received on February 25, 1981.
As requested in the Section entitled "Changes to Previous Requirements and Guidance" of Item III.A.1.2 of NUREG-0737, we will furnish to the Commission by June 1,
1981 the conceptual design in-formation outlined in the six items listed under "Documentation Required" on page III.A.1.2-2.
We can and plan to meet the October 1, 1982 im-plementation date barring any changes in NRC regulations, or other occurrences beyond our control.
Because of the latest changes in NUREG-0737 requirements as transmitted by Mr. Eisenhut's February 18
- letter, we now must relocate the EOF from the on-site location des-ignated in our current Emergency Plan.
In spite of this new requirement we believe we are still able to meet the October 1, 1982 deadline for this facility. It should be noted, however, that at the time of issuance of NUREG-0578 and other letters by the NRC requiring licensee action on emergency preparedness, we took steps to design, to purchase and to in-stall equipment and facilities to meet those requirements.
Those in-stallations may not satisfy the recent clarification of requirements, specifically those suggested in the guidance document NUREG-0696.
In fact, at this time we are so far into the design of our Technical Support Center that we anticipate not being able to make some of the suggested changes.
Furthermore, the final NUREG-0696 contains new guidance which was not contained in previous drafts of the document and hence was not subject to prior public scrutiny and comment.

1, Table B-1 suggested levels in the upgraded Emergency
Response
Plan for DCCNP submitted on January 26, 1981, (letter No. AEP:NRC:03088).
We'firmly believe that our levels of staffing are more than adequate to meet the needs of our Emergency Plan implementing procedures which have recently been submitted to you via our letter No. AEP:NRC:0308G dated April 1, 1981.
