Me recognize that the enclosure to your letter of April 21, 1980 does identify organization elements which are assigned responsibilities for decisions and actions under the contingencies.
However, the tabular format of that enclosure provides insufficient linkage between decision-making and action-taking entities to present a clear enough picture of the interrelationships upon which to base plan approval.
Adoption of a matrix format more closely resembling that of Regulatory Guide 5.54 is therefore needed.
It is our understanding that you believe youp present plan to be sufficiently comprehensive since the additional information appears in on-site procedures in support of the plan.
Me do not have access to these detailed procedures nor do we desire the submission of that level of detail required for on-site use.
- However, we do require sufficient infor-mation in the plan to provide a clear understanding of the interrelationships
,- between decision-making and action-taking.
Me therefore cannot accept-your Safeguards Contingency Plan in the absence of this additional infor-mation.,please revise the Responsibility Matrix to your plan and submit it along with'. your response to our June 30, 1980 request for additional information within 30 days of receipt of. this letter.
