This letter and its attachment are our response to Mr. Eisenhut's letter dated July 31, 1980 requesting a reply to the Interim Criteria For Shift Staffing.
We received Mr. Eisenhut's letter on August 4, 1980.
The response in the attachment includes our present shift staffing requirements, and our plans, schedules',
and commitments to meet the Interim Criteria For Shift Staffing by July 1, 1982.

'PRESENT SHIFT STAFFING The Donald C.
Cook Nuclear Plant has four shifts.
The present shift staffing is as shown on Figure 1 and is at all times in compliance with the Technical Specification requirements.
The Shift Operating Engineer (SOE) is the supervisor in charge of each shift.
He holds a senior reactor operator (SRO) license.
The SOE has two assistants called Operating Engineers (OE's),
who also hold SRO licenses.
The OE's are assigned one to each unit with the freedom to move about the plant as conditions dictate.
The Unit Supervisor (US), who is also a member of the plant supervisory staff, is in charge of each control room.
The Unit Supervisor holds, as a minimum, a reactor operator's (RO) license.
Presently sevenof the eight unit supervisors hold an SRO license.
The Unit Supervisor receives his directives from the Operating Engineer in charge of that unit.
Zn addition to the above, as a minimum, one licensed RO is assigned to each control room.
There is also a minimum of two non-licensed Auxiliary Equipment Operators (AEO's) assigned to each unit.
All licensed personnel at the plant are 1 icensed on both units.
Should an abnormal or emergency situation arise, the following key staff personnel, all with current operating licenses, could be utilized to supplement the Operating Shifts:

SRO Operations Superintendent -
SRO Two Production Supervisors - SRO's Outage Coordinator -
SRO Six Training Instructors - Two SRO's and Four RO's
PLANS AND'SCHEDULE FOR COMPLIANCE The'nterim criteria as set forth in Mr. Eisenhut s letter exceed the minimum shift staffing requirements of our current Technical Specifications.
.Our present shift staffing permits compliance with the interim criteria provided all licensed shift members are present.
An administrative procedure will be prepared By January 5,
1981 which will set forth minimum shift comple-ments and the means by which the personnel requirements as shown on Figure 1
will be met to the maximum extent possible.
The procedure will not require that the mimimum criteria be met by working overtime.
At present, there are fifteen operators in the licensed operator re-placement training program.
Of these fifteen license candidates, seven should be ready for NRC reactor operation examination in early 1981.
With the addition of a sufficient number of new licensed RO's, we will be able to maintain seven licensed operators on each shift.
The remaining candi-dates in the training program will be available in early 1982.
With the inclusion of these licensed reactor operators and upgrading of a suffi'cient number of RO's to SRO's, we should be able to maintain a
SRO in each control room at all times.
The above efforts make us very confident of being able to meet, bar-ring any excessive attrition of licensed operators, your interim criteria by July 1, 1982.
4 OVERTIME PROCEDURE An administrative procedure has been issued which sets forth policies concerning overtime work for SRO's, RO's, and shift technical advisors which is in full compliance with the criteria set forth in Mr. Eisenhut's letter.
