~~R ae torso Indiana 8 Michigan Electric Company Attn:
t1r.. John Dolan
'ice President P. 0. Box 18 Bowling Green Station New York, New York 10004 Gentlemen:
Me have received a copy of your application dated February 22, 1980, which was filed with the Office of Nuc1ear Reactor Regulation (ONRR) for review.
The application proposed six changes to the Technical Specifications for Donald C.. Cook Unit Nos 1 and 2 (License Nos. DPR-58'nd -74).
Your application was accompanied by fees totalling $1,600 for fee Classes II. and I.-
Based on information provided by the ONRR staff as a result of a preliminary review of your application, it has been determined that:
1.
Changes 1, 5 and 6 relating to Unit 1 and 2 and Change 2 relating to Unit 1 only require a Class IV fee of $12,300 and a duplicate fee of '$400 because each of the changes involve a separate single safety issue and relate to both units-(except for Change 2),
2.
Changes 3 and 4 relating to Units 1 and 2 (respectively) do not require fees since they are minor editorial changes.
On the basis of the above, your February 22, 1980 application requires fees totalling.$12,700. It is requested that your Company remit to this office an additional sum of $11,100 ($12,700 less
$1,600).
The change numbers referred to above are as specified in Attachmen't A to your application and relate to the auxiliary feedwater systems, reactor pressure vessel capsule, editorial items, an increase in the "SG Mater Level Low-Low" trip, and degraded grid voltage.
To assist in future fee determinations, the following comnts are provided.
Mhen applications for license amendments or other approvals are requested by the U.S. Nuclear Regulatory Commission (USNRC) for the purpose of enhancing /~
the safe operation of a nuclear facility or to correct a problem or potential problem area relating to operation (such as system reliability and performance and/or procedures),
they are not exempt from the fee requirements of 10 CFR 170.22.
unless specifically ordered by the USNRC pursuant to 10 CFR 2.204.
Consequently.
