By letters dated April 9 and November 5, 1991, you provided a response to NRC Inspection Reports 50-315/90201 and 50-316/90201, regarding the operational readiness of the essential service water (ESW) system at D.

C.

Cook Nuclear Plant Units 1 and 2.

In particular, you submitted revisions 3A and 3B to the D.

C.

Cook IST program to address the closed safety function of various valves in the ESW system and several interacting systems.

Included within these revisions were two requests for relief of IST program requirements.

Enclosed is the Safety Evaluation for the relief requests contained in your submittals.

The staff has reviewed and evaluated the relief requests and grants relief from the testing requirements for the applicable ESW valves for one year or until the next outage, whichever is later, to allow you to determine if an appropriate non-intrusive means of determining valve position is possible.

You co'mmitted in your letter of November 5, 1991, to evaluate testing methods for determining valve position, including non-intrusive methods.

The ESW valves should be considered in these efforts.

Please provide us with your evaluation of alternate testing methods for these valves.

With respect to the relief request associated with verifying the closed safety function of the check valves in the lines supplying the containment spray header; the staff concurs with your assessment.

Therefore, relief is granted as requested.
