Cook Nuclear Plant,

Units

1 and 2, authorized

by

NRC Operating

Licenses

DPR-58 and

DPR-74,

and to the discussion of our findings with A.

A. Blind and others of your staff at the conclusion of the inspection.

Areas

examined during the inspection

are identified in the report.

Within

these

areas,

the inspection consisted of selective

examinations of procedures

and representative

records,

interviews with personnel,

and observation of

activities in progress.-

I'ased

on this inspection,

three apparent violations were identified and are

being considered

for escalated

enforcement

action in accordance

with the

"General

Statement

of Policy and Procedure for NRC Enforcement

Actions"

((Enforcement Policy),

10 CFR Part 2, Appendix C.

The apparent violations

'nvolved

the Unit 2 "AB" Emergency Diesel

Generator

(EDG) being inoperable for

a period longer than allowed by the Technical'pecifications;

lack of

procedural

acceptance

criteria for minimum

EDG lube oil tank level;

and

failure to correct adverse

decreasing

lube oil tank level associated

with the

Unit 2 "AB" EDG.

The decision

on enforcement

action with regards

to these

three apparent violations is pending.

Accordingly,

no Notice of Violation is

presently

being issued for these

three

apparent violations.

In addition,

please

be advised that the number

and characterization

of apparent violations

described

in the enclosed

inspection report

may change

as

a result of further

NRC review.
