This refers to the special electrical distribution system functional

inspection

(EDSFI) conducted

by Hr. Rolf A. Westberg

and others of this office

on February

3 through

March 6,

1992.

The inspection evaluated activities at

the

D.

CD

Cook Nuclear

Power Plant,

Units

1 and 2, authorized

by

NRC Operating

License

Nos.

DPR-58

and DPR-74.

We discussed

our inspection findings with you

and

members of your staff at the exit interview on March 6,

1992.

The enclosed

copy of our inspection report identifies areas

examined during

the inspection.

The team assessed

the design,

implementation,

and engineering

technical

support relative to the electrical distribution system.

The

inspection consisted

of a selective

review of design calculations,

relevant

procedures,

representative

records,

installed equipment,

and interviews with

engineering

and technical

support staff..

The team considered

the design

and operation of the-electrical distribution

system at

D.

C.

Cook to be acceptable.

However, the team identified several

weaknesses

and vulnerabilities.

Examples

included errors in recent design

calculations;

lack of design basis

information relative to equipment ratings

and relay settings;

lack of 'protection

on the

120Vac control circuits;

and

battery

room temperature

fluctuations.

With respect

to design control, which

has

been identified as

a problem area

in inspections

over the past several

years,

the

team

saw improvement.

However, design control deficiencies

in

recent work identified by the team indicate that continued

management

attention is warranted

in this area.

Several

strengths

were identified.

Host significant were

an experienced

and

competent

engineering staff; strong capacity

and capability of off-site power

sources;

well defined engineering

guidelines for cable sizing

and voltage drop

calculations;

and the training program for system

and project engineers.

We

view your Design Basis

Documentation

Reconstition

Program to be

a very

significant effort since

a number of the weaknesses

noted

by the team involved

missing or incomplete design basis

documentation.
