Dear Dr. Murley:
This letter is written to advise you that, as of November 19,
- 1991, we have implemented a permanent procedure for loss of RHR based on the Abnormal Response Guidelines and
Background
Document from the Westinghouse Owners Group (WOG).
The implementation of this new procedure is a result of our commitment to make programmatic enhancements in response to Generic Letter 88-17, "Loss of Decay Heat Removal."
In our letter AEP:NRC:1033C, dated February 6,
- 1989, we estimated that this new procedure would be issued in approximately mid-February 1990.
- However, as explained in AEP:NRC:1033H dated June 20,
- 1991, the WOG guidance was not provided until March 1990.
Between March 1990 and February
- 1991, we conducted a
review of this generic guidance to address Cook Nuclear Plant site-specific issues.
Subsequently, a site-specific procedure was written and approved, the operators were trained, and the procedure was issued.
This document has been prepared following Corporate procedures that incorporate a reasonable set of controls to ensure its accuracy and completeness prior to signature by the undersigned.
