This letter is in referee to the May 24, 1991, letter to Mr. Bnxa Boger, Direc~, Division of Reactor Pro5ects, Nuclear Regulatory Ca)mission (NRC) fran Mr. E. E. Fitzpatrick, Vice President, Indiana Michigan Power Ganparry, requesting a change in the enargency plan exert~ sc4xhile far the Dcnald C.

Cock Nuclear~ Plant, located in Bridgman, Michigan.

Gopies of the referenced letter and a letter frcm the State of Michigan also requesting a change in the Donald C. Cock ex)~~se schedule, have been provided to and discussed with Mr. Lawrence Cohen of your staff.

Copies of the two docu))ants are also enclosed for your informaticn.

In sunmary, several discussicns were held during 1990 ancng representatives of the State of Michigan, the American Electric Fewer,Ganpany, (the Service Corporation for the Irdiana Michigan Power Ganparry),

NRC Region III, and the Federal Dmcgency Managenant Agency (FAR) Region V ccacernir)g ~edulir)g the Donald C. Cock Nuclear~ Plant.

'Ihe current ~ule requires Michigan to participate in cne offsite REP exercise, Donald C. Cook, cae year and in three offsite REP exercises, Palisades, Fermi II, and Big Hock Point, the following yea=.

This cae ard three schedule, which has been sustained over the past several years has resulted in an unbalanced exercise schedule and workload for the State of Michigan and has added to the ~ance in the FEME Regicn V biennial REP exercise evaluation schedule, which involves 18 nuclear pea~ plant sites.

As a ~t of the ccnsensus rea):9mB by the above nanticned parties during the several discussicns in 1990, the May 24, 1991, request for an ex~en to the requirenants of 10 CFR 50, Apperdix E, Secticn IV, F.3, that an exercise be cor)d)mted at Donald C. Gook in 1992, was suhnitted to the NRC by the Indiana Michigan~ Ganpany.

This request will also me~ an exemption to the requirer)ants of Tit1e 44 CFR, Part 350.9(c).

FERA conmrs with the request frcm the State of Michigan and the Irdiana'ichigan Power Ganpany that an exemption be granted which would allow the Dcnald C. Cook offsite,'iennial exercise, currently scheduled in November 1992, to be rescheduled in May 1993.

We believe the request is )ustified

public health and safety implicaticas and that the Donald C. Cock Nuclear Power Plant has carducted nunarous successful exercises including the last cne

'Ihe overall REP exercise schedule for the next cycle of exercises in FEM. Region V will be developed during the annual scheduling conference to be held in August ar September 1991.
