NOTICE OF VIOLATION Indiana Michigan Power Company (Donald C.

Cook Nuclear Plant, Unit I)

Docket No. 50-315 EA 90-050 As a result of the inspections conducted on October 4, 1989 through November 6, 1989 and December 27, 1989 through February 6,

1990, and in accordance with the General Policy and Procedures for NRC Enforcement Action (10 CFR Part 2, Appendix C), the following violation was identified.

Unit I Technical Specification 6.8.1.a requires implementation of procedures recommended by Regulatory Guide 1.33, Appendix A - 1972, which includes, at Item A.8, administrative procedures for log entries and record retention.

Licensee Procedure OHI-4013, "Operators:

Authorities and Responsibilities,"

in part, implements the requirements for those administrative procedures by establishing requirements for Auxiliary Equipment Operator (AEO) inspection of assigned areas (4.5.3.)

and the making of appropriate entries in station logs (4.5.5.).

Contrary to the above, on October 12, Operator (AEO) assigned to the Unit I various assigned area inspections and inspections were performed.

This is a Severity Level IV violation

1989, a non-licensed Auxiliary Equipment turbine building tour failed to perform falsely signed log sheets indicating the (Supplements I and VI I ).

The inspection showed that actions had been taken to correct the identified violation and to prevent recurrence.

Consequently, no reply to the violation is required and we have no further questions regarding this matter.
