PROPOSED IRPOSITIOR OF CIVIL PENALTY - $75,000 This is to inform the Commission that a Notice of Violation sed Imposition of Civil Penalty in the amount of $75,000 will be'..on or about February 26, 1990 to Indiana Michigan Power Company.
This a based on an inoperable Turbine-Driven Auxiliary Feedwater Pump (TDAFP)
- r NRC identification of an AFW system instrument anomaly, the licensee determined that the TDAFP flow retention feature would not have functioned to prevent pump runout and damage during a feedwater or main steam line break.
This condition existed from initial plant startup in 1978.
The civil penalty was escalated 50% because the NRC identified the violation.
No other factors were deemed applicable to this case.
It should be noted that the licensee has not been specifically informed of the enforcement action.
The schedule of issuance and notification is:
Hailing of Notice Telephone Notification of Licensee The State of Michigan will be notified.
February 26, 1990 February 26, 1990 The licensee has thirty days from the date of the Notice in which to respond.
Following NRC evaluation of the response, the civil penealty may be remitted, mitigated, ur imposed by Order.
