Cook Nuclear Plant, Units
1
and 2, authorized
by
NRC Operating Licenses
No.
DPR-58 and
Ho. DPR-74,
and to the discussion
of our
findings with t1r. A. A. Blind and others of your staff at the conclusion of the
inspection.
The inspection
was conducted
to review the Inservice Testing
( IST) program implementation
and the status of the licensee's
program to
address
IE Bulletin
( IEB) 85-03 regarding
motor operated
valves.
The enclosed
copy of our inspection report identifies areas
examined during
the inspectio'n.
Within these
areas,
the inspection consisted
of a selective
examination of procedures
and representative
records,
observations,
and
interviews with personnel.
During the course of this inspection,
a significant anomaly was identified with
the flow indicating devices for the Unit 2 turbine-driven auxiliary feedwater
pump that affected the operability of this important piece of equipment.
We
are particularly concerned that this anomaly had not been recognized
by your
technicians
during
a monthly surveillance
test that
had been
performed over
a period of years.
The apparent violation, described
in Paragraph
4.d. of this
report, is being reviewed for potential
enforcement action.
You will be
notified by separate
correspondence
of our decision regarding
enforcement
action.
Ho written response
is required until you are notified of the proposed
enforcement
action.
In accordance
with 10 CFR 2.790 of the Commission's regulations,
a copy of
this letter, the enclosures,
and your response
to this letter will be placed
in the
NRC Public Document
