Dear Dr. Murley:

This letter transmits the additional information that was requested by your staff on the technical specification change request to the "Administrative Controls" T/Ss (AEP:NRC:0659M dated August 25, 1989). This information only clarifies the information provided in our August 25, 1989 submittal. The revised proposed T/S pages are in the attachment to this letter.

In Section 6.3.1, a third exception to the qualifications of ANSI N18.1-1971 is taken for the Operations Superintendent who was qualified as a Senior Operator, but who does not hold a current Senior Operator License as specified. in Section 6 '.2.h. The Shift Supervisor, who must maintain a Senior Operator License, has the responsibility of reviewing and approving any proposed operational instructions for the units prior to directing the operation of the units (this requirement is specified in Section 6.1.2). Unit Supervisors, who hold Senior Operator Licenses, direct the minute-to-minute activities in the control room. One mid-level Production Supervisor also holds a current Senior Operator License.

Therefore, we believe we meet the intent of ANSI N18.1-1971 and that this is not a substantial change to our T/S change request proposed in our August 25, 1989 submittal.

An editorial correction has been made to Section 6.2,2.h for the Unit 1 T/Ss. This page has also been included in the attachment.
