Columbus, OH 43216 Gentlemen:

Thank you for your letter dated May 9, 1989, submitting a proposed change to your guality Assurance Program (gAP) in accordance with 10 CFR 50.54(a).

The proposed change to Section 5.2. 15 of your gAP would replace the commitment to review procedures on a two year cycle as stated in ANSI Standard N18.7-1976 with a commitment to review procedures when pertinent source material is revised; We have reviewed this proposed change and agree that it does constitute a reduction of previous commitments.

This proposed change was discussed with Messrs.

P. Barrett and W. Smith of your staff on June 22, 1989.

Based on that meeting, we understand that your plant procedures contain their own revision control elements for change when affected by 'changes in source documents or referenced procedures.

Changes in vendor manuals, Technical Specification amendments, the design change

process, and the condition reporting system all contain elements to ensure that affected procedures are reviewed.

None of these processes consider age as a

requirement for procedural review.

In addition, you have committed to institute a yearly sampling surveillance whereby randomly selected procedures would be checked for added assurance of timely revision of procedures.

With the above sampling provision included, we believe that the change is an acceptable alternative commitment and that your program as revised will continue to meet the requirements of 10 CFR Part 50, Appendix B.

We appreciate your timely submittal of information as required by 10 CFR 50.54(a).
