Cook Nuclear Plant,
Units 1 and

the discussion of our findings with M.
G. Smith and T. Postlewait at the
conclusion of the inspection.
The e'nclosed copy'of 'bur inspection report identifies areas
examined during
the inspection.
Mithin these
areas,
the inspection consisted of a selective
examination of procedures
and representative
records,
observations,
and
interviews with personnel.
During this inspection,
certain of your activities ap'peared
to be in violation
of NRC requirements,
as specified in the enclosed
Notice.
A written response
is required.
Additionally, Paragraph
6.a of the enclosed
report describes
a violation
concerning the methodology of calculating the combined
Type
B and
C leakage
rates.
It is our understanding
that in addition to. responding to the violation,
you will be reviewing the combined
leakage
rates of the
as found and
as left
Type
B and
C tests for the last Unit 1 refueling outage
and for the previous
and present Unit 2 refueling outage.
Me understand
you will notify this
office with your results
on or before March 13,
1989.
It is also our understanding
that you will conduct
a detailed
temperature
survey prior to your next containment integrated
leak rate test, presently
scheduled
for May 1989, which will address
our concerns
noted in
Paragraph
2.d.
In accordance
with 10 CFR 2.790 of the Commission's
regulations,
a copy of
this letter, the enclosures,
and your response
to this letter will be placed
in the
NRC Public Document
Room.
