Dear Mr. Smith:
This acknowledges your September 1,
1988 letter which provided the current status of your test item development to support an NRC administered requalification examination at D.
C.
Cook during the week of October 31, 1988.
We have determined that D.
C.
Cook has made a "good faith" effort in preparing for the October examinations.
However, the number of test items is not sufficient to administer a comprehensive NRC requalification examination.
The NRC concurs that hastily prepared test items may not be of acceptable quality.
Based on the above, we have determined that we will delay our administration of requalification examinations at D. C.
Cook until some future date yet to be determined.
In our review of the test items that were submitted to us, we found that they were generally of good quality.
- However, we did note the following:
There were too many yes/no and multiple choice questions for open reference testing.
Section A contained 22K yes/no and 18.5% multiple choice questions.
Section B contained 37K yes/no questions.
In most cases, changing the question format would make the question acceptable.
In Section B, 54K of the questions were evaluated as simple look-up type questions.
We feel that open reference questions need to be geared more to analysis of events and conditions that test the ability to operate.
The Job Performance Measures (JPMs) submitted were all related to the control room.
At least 405 need to be activities outside of the control room.
This would be met on your schedule by mid-September according to your letter.
The scenarios all represent catastrophic failures.
Any instrument or component failures are run only coincident to the catastrophic failure.
We encourage the use of instrument and component (minor) failures prior to major events to allow the individuals to become more acclimated to the situation.
Specific comments have been directed to your training staff.
